| If after averaging the numbers across the country for example the average of persons living more than XXX feet from a tower were 25 and the number living less than XXX feet were 100- then the rate can be said to be 4 times higher, or 400 percent higher vs the other group. Most folks can understand this. Hopefully I cleared it up for you. |
